Broward County leased a portion of Tigertail Lake in Dania Beach to BCC in 1975 so the college could begin a sailing program. A portable trailer and small boathouse were added later. The Otto M. Burckhardt Conference Center, dedicated in November 1986, was constructed for classes, workshops, seminars, meetings, and conferences with about 40 conferees.

After his discharge, he worked nights as a desk clerk and auditor at a beach motel to support his family while he attended classes at BCC. Today he serves as one of 12 appellate judges on Florida's Fourth District Court of Appeal in West Palm Beach.

The college also opened the Carver Ranches Outreach Facility in Hollywood and a third facility on Sistrunk Boulevard in Fort Lauderdale. They were designed to provide access to college and social service agencies, but did not produce the results the partners had hoped to achieve.
