He was named to the District Board of Trustees as a charter member in 1968 and served as chairman from 1971 until his death in 1973.

In 1980, as part of the college's 20th birthday celebration, buildings on Central Campus were dedicated to honor individuals of importance to the college. The Central Campus administration building was named Joe B. Rushing Hall in honor of the founding president of the college.
